Meet Our Staff.

Dr. Dennis L. Waters, Sr.
, Minster and Founder of Spirit of Victory & Praise International Spiritual Center, was born a poor African-American boy with two thumbs on his right hand. His parents were abusive, and his sisters were sexually abused. They introduced Waters to sex at an early age. Waters turned to drugs, cigarettes, and alcohol to help cope with the trauma, and he became an abuser of others. He felt inadequate, insufficient, insecure, and did not believe the American Dream was obtainable.

Then, he discovered that that was a devil’s lie. He was a victim but didn’t have to be anymore, and through God’s grace he could control his life and do anything he wanted. He went back to school, got his degree in theology, then a master’s of divinity, and a doctorate of ministry.


He served as a minister for 15 years before founding Spirit of Victory and Praise Community Church in 1997. In 2005, he founded I Will Restore Ministry, Inc. He was faithfully married for 32 years, and he and his wife, Hattie, had six children together.

He is now married to Vielka Massenberg, and together they are bringing forth the vision of I Will Restore Ministries, as well as the Victory and Praise Institute, and the Victory and Praise International Spiritual Center of Truth..


Vicki Massenburg is a registered nurse, consultant and entrepreneur, and minister.  Vicki owns McAlmon Place, Inc., a senior assisted-living facility in Damascus, Maryland.  At an early age, Vicki knew that God had a special purpose for her life, and she committed herself to excellence and service. Her passion for ministry is bolstered by Jeremiah 29:11, one of her favorite texts, which states:  “I already know the plans I have for you ... I will help you, not hurt you ... I will give you a future and a hope.”

This text propels her forward with the confidence and authority to fulfill her calling in her various ministries and her life’s work.

Carolyn Frazier is the Founder and Director of the Read to Win Ministry. Frazer received Jesus Christ at age 8, and since then she has felt it was her calling to help needy elderly and disadvantaged children.

Since 1987, she has been writing down her many ideas about how to she would one day start a reading ministry that would teach children through Godly values and standards how to become entrepreneurs. The entrepreneurs would than serve as partners with her to support the disadvantaged children and needy elderly as a fundraising network.
